Position Overview

Salary Range: $16.9062 - $19.5406, salary reflects Step 1 and Step 4 of a 7-step pay scale. Salary also reflects a 3% COLA increase effective July 1, 2023. Salary at hiring will be dependent upon the applicant's education, experience, and training.

Work Schedule:
Monday through Friday, 8:00 a.m. - 5:00 p.m.

Job Summary:
Under general supervision, performs a variety of clerical accounting duties involving financial record keeping and/or transactions including accounts payable and accounts receivable; and provides a variety of clerical support to assigned staff and department.

Scope of Responsibility:
Incumbents follow prescribed procedures in handling, classifying, filing or indexing data. Working with readily available supervision, incumbents perform work according to clearly defined principles.

Essential Duties and Responsibilities

Financial Record Keeping
  • Performs routine posting, bookkeeping, cost accounting, and related clerical accounting work; maintain assigned journals and subsidiary ledger accounts; performs maintenance on assigned set of accounts; reconciles accounts.
  • Compiles, prepares, checks, and tabulates statistical and financial data; posts data to various ledgers, registers, journals, and logs according to established accounting techniques and procedures; inputs and retrieves a variety of fiscal and statistical information using a computer terminal.
  • Prepares and maintains a variety of financial files, records, statements, and reports; gathers, checks, and tabulates data used in the preparation of records and reports.

Accounts Payable
  • Processes purchase orders; sorts, audits, matches, and distributes invoices and monthly statements from vendors and service providers.
  • Compares invoice to purchase order; verifies extensions, quantity received, sales tax, and freight charges.
  • Processes for appropriate approvals for payment.
  • Takes appropriate discounts.
  • Confers with vendors as necessary.
  • Prepares payments for mailing.

Accounts Receivable
  • Serves as cashier.
  • Receives cash by mail, in person, or electronic transfer.
  • Records receipts.
  • Reconciles and posts receipts to specified accounts.
  • Prepares deposits.

Business Licenses
  • Receives and issues City business licenses in accordance with various City ordinances.
  • Receives, accounts for, and balances business tax monies received.

Departmental Duties
  • Assists customers, departments, and employees by providing fiscal information, explaining procedures, and answering questions.
  • Provides technical information and instruction regarding applicable procedures and methods to other City staff.
  • Participates in the training of various departments in the use of computer accounting program.
  • Operates modern office machines and equipment including calculating or adding machine, word processors, computers, typewriters, printers, copiers, calculators, and facsimile machines.
  • Routinely uses a full range of spreadsheet computer software applications.
  • Performs a variety of general clerical duties, including typing, maintaining files and records, processing mail, and ordering supplies.
  • Distributes mail and supplies to appropriate department.

Performs other duties as assigned.

Qualifications and Skills

Required Qualifications and Skills:

  • High school diploma or GED
  • Two (2) or more years of combined education and experience, or equivalent
  • Must have good interpersonal skills
  • Must have the ability to operate personal computers and be proficient with Microsoft Office applications, or equivalent
  • Must be able to pass a pre-employment drug test, a State and Federal criminal background check, and a credit history check

Preferred Qualifications and Skills

  • Experience with city government

Physical Demands and Working Conditions

Work is indoors in a normal office environment. Intermittent physical effort involving lifting of 5 to 25 pounds is required. Work requires high attention to detail or deadlines between 45% and 70% of the time. A typical workday involves about 85% of the time spent sitting and frequent use of a keyboard.
